The fire area is characterized by substantial accumulations of snags and dead-and-down fuelsβlegacy
debris from the 2011 Horseshoe 2 fire. While these heavy fuels are present in abundance, they are not
currently driving fire behavior in a significant way. Instead, active burning is concentrated within the
needle cast layered throughout timber stringers, where fine fuels are promoting persistent surface fire
activity. Ground operations are further complicated by overgrown trails and thick vegetation, which
restrict access and reduce maneuverability for suppression crews. These conditions, combined with
elevated fuel loading and obstructed containment corridors, continue to pose considerable challenges to
control efforts and require adaptive strategies to improve containment success.
